DUBAI, United Arab Emirates (AP) — Iran’s envoys are heading for nuclear talks with confidence that the chips are falling their way.

It could be dismissed as just political theatrics for the world powers that Iran will face in Istanbul on Saturday. After all, Iran has some serious matters on its plate: Tightening economic sanctions, near blacklist status from international banking networks and the threat that Israel or the U.S. could eventually opt for a military strike against Tehran’s nuclear program.

Last month, the City Council unanimously voted to pass the bag ban ordinance, which means single-use plastic or paper bags will no longer be offered at retail stores beginning next year. However, many local artists have decided to take a more creative approach by incorporating these recyclable materials into their art — from creating crafts out of recycled water bottles to crocheting with plastic yarn.

TOKYO — Japan’s economy minister said Monday two nuclear reactors tentatively met government safety standards even though completing improvements will take several years, paving the way for final approval for their startup soon.

All but one of Japan’s 54 reactors are offline for regular safety checks, and the last will be shut down in May. Residents fear another disaster like the Fukushima crisis, but Japan faces a severe power shortage if reactors are not restarted.

SEOUL, South Korea — Material that can be used to make nuclear bombs is stored in scores of buildings spread across dozens of countries. If even a fraction of it fell into the hands of terrorists, it could be disastrous.

Nearly 60 world leaders who gathered Tuesday in Seoul for a nuclear security summit agreed to work on securing and accounting for all nuclear material by 2014. But widespread fear lingers about the safety of nuclear material in countries including former Soviet states, Pakistan, North Korea, Iran and India.

With lakes Travis and Buchanan still less than half full, Central Texas remains in a drought, said Clara Tuma of the Lower Colorado River Authority, which provides wholesale water to the City of Austin. Austin is still under the enhanced stage two water use restrictions set by LCRA, she said.
